Rinsing with water can cause irritation, too: your natural tears have salt in them, and when you rinse with water it washes out the salty tears so your eye will be irritated until the normal balance is restored.
The purpose behind rinsing with lots of water is not to prevent irritation, but to get all of the bad chemical out. If your eye is irritated afterwards, but you're sure that you got everything out, then don't worry about it. It will get better soon.
